معرفی کتاب «Zoned out! : race, displacement, and city planning in New York City» نوشتهٔ Tom Angotti; Sylvia Morse; Philip DePaolo; Peter Marcuse; Samuel Stein، منتشرشده توسط نشر Urban Research (UR) در سال 2016. این کتاب در فرمت pdf، زبان انگلیسی ارائه شده است.

New York City does not comprehensively plan for the future. Instead its Department of City Planning depends on zoning, a tool to regulate and promote development. In practice, zoning and housing policy has protected segregated neighborhoods and facilitated the displacement of low-income communities of color. The city’s “affordable housing” is not truly affordable to those who need it. This book includes case studies of Williamsburg, Harlem and Chinatown, neighborhoods where rezonings reproduced historic patterns of racial discrimination and separation. It shows how race has mattered throughout the city’s history, starting with the days of European settlement and slavery, through redlining, urban renewal, the fiscal crisis of the 1970s and beyond. Zoned Out! leaves us with strategies to address inequalities, promote authentic community-based and city-wide planning, and develop housing in the public domain. New York City Does Zoning Without Planning. Its Zoning Changes Are Displacing Low-income Communities Of Color While Protecting Segregated Neighborhoods. Its Affordable Housing Is Not Truly Affordable. Case Studies Of Willliamsburg, Harlem And Chinatown Show How Race Matters But Is Not Acknowledged In Land Use And Housing Policies. Zoned Out! Proposes Ways To Address Inequalities, Promote Authentic Community-based Planning, And Housing In The Public Domain.--publisher's Description. Tom Angotti, Editor And Sylvia Morse, Assistant Editor. Urban Research (ur), The Imprint Of Terreform, Inc. Includes Bibliographical References. Gentrification and displacement of low-income communities of color are major issues in New York City and the citys zoning policies are a major cause. Race matters but the city ignores it when shaping land use and housing policies. The city promises affordable housing that is not truly affordable. Zoned Out! shows how this has played in Williamsburg, Harlem and Chinatown, neighborhoods facing massive displacement of people of color. It looks at ways the city can address inequalities, promote authentic community-based planning and develop housing in the public domain.
