Examines the Holocaust in the USSR (within the state borders of 21 June 1941) in the context of Nazi policy toward the Soviet civil population. The genocide of the Jews had a special place in Nazi policy; its specifics can be attributed not only to racial, but also to ideological motives, since the Jews were regarded by the Nazis as the bearers and supporters of Bolshevism. Discusses Nazi antisemitic propaganda in the USSR; the official status of the Jews under the occupation; ghettos and Jewish "self-government" in them (Jewish councils, Jewish police); labor camps; the mass murder of Jews, with special attention to the perpetrators (the SS, police, Wehrmacht, pro-Nazi organizations in Ukraine and the Baltic countries, other local collaborators); and Jewish resistance. Dwells on official Soviet reactions to the Holocaust and on the attitude of the non-Jewish population toward Jews in the occupied and unoccupied territories. Antisemitism was rampant in Soviet-controlled areas; at the same time, many non-Jews helped Jews and rescued them.
