basically applies to both immovables and movables, although with regard to the latter, there is no unanimity; some jurisdictions in the United States still adhere to the former principle applying the law of the owner's domicile. For example, this is the case with regard to movable property according to the Civil Code of California, which establishes in Sect. 946: "[i]f there is no law to the contrary, in the place where personal property is situated, it is deemed to follow the person of its owner, and is governed by the law of his domicile." 4 On a similar note, the 2001 version of Article 9 of the Uniform Commercial Code, with regard to the law governing perfection and priority of security interests, provides in § 9-301(1) that, "while a debtor is located in a jurisdiction, the local law of that jurisdiction governs perfection, the effect of perfection or nonperfection, and the priority of a security interest in collateral." Despite these divergent conflict rules, the vast majority of modern conflicts statutes refer to the lex rei sitae or lex situs at least as the starting point of private international law in the area of proprietary or in rem rights. 5 The only legislation that ranks the lex situs with regard to movables second, after party autonomy, is the Chinese Act on Private International Law of 2010. 6 Various reasons reflecting the considerations above have been given in legal literature for the lex situs rule, namely its simplicity, common sense and 3 K. Rechtswissenschaft und Kunstgeschichte erscheinen auf den ersten Blick als zwei ganz verschiedene Wissenschaftsgebiete, die nur wenig Gemeinsames aufweisen, was ihre Systematik und ihre Begriffsbildung angeht. Näher betrachtet ergeben sich aber durchaus Übernahmen und ähnliche Fragestellungen und zwar in beiden Richtungen. Hinzu tritt das Kunstrecht als Brückenschlag zwischen den so verschiedenen Gebieten. Dies gilt vor allem für die Kunsthandelspraxis. Der Kölner Dom wurde 1996 zur Welterbestätte erklärt. Zu seiner Erhaltung werden gewaltige Anstrengungen unternommen. Die Dombauhütte mit ca. 80 Mitarbeitern ist mit der Erhaltung beauftragt; dies umfasst selbstverständlich auch die Erforschung und Dokumentation der Kathedrale und ihrer Kunstdenkmäler. Nicht nur außen, auch innen sind große Anstrengungen nötig, um das Gebäude zu erhalten. Denkmalpfl ege am Kölner Dom ist eine vielfältige Aufgabe, die sehr viele Aspekte hat.
