This report identifies elements of best practice in the treatment & rehabilitation of youth with substance abuse problems, with recommendations based on results of interviews with 33 key experts and a literature review. Section 1 provides an introduction & background, including study definitions, parameters, and limitations. Section II begins with an overview of youth substance use & misuse, then presents the results of the best practices study in subsections organized by topic area: general barriers to treatment, including those barriers experienced by specific groups such as street youth, ethno-cultural minorities, Aboriginal youth, and youth involved in the criminal justice system; client outreach, contact, & engagement; client retention in treatment; treatment principles, values, approaches, & methods; treatment program structure, duration, & intensity; support services; and measurement of treatment outcomes.
