Detailed and comprehensive analysis of how the Treaty of Lisbon emerged in 2007 this book explores the role played by the German Council Presidency and the EU's institutional actors in securing agreement among the leaders of member states on an intergovernmental conference as well as a new treaty text to replace the rejected Constitutional Treaty. "Decisive rejection by French and Dutch voters in 2005 forced the EU to abandon the Constitutional Treaty agreed the previous year. Yet by the end of the 2007, contrary to all expectations and after an intergovernmental conference essentially devoid of substantive negotiation, EU leaders had agreed and signed the Treaty of Lisbon containing the bulk of the Constitutional Treaty's substantive reforms. How did this latest treaty come about? Why did events move so quickly in 2007? Who were the key actors and what methods did they use to enable a treaty to be drawn up and agreed in such a short period of time? This book explores the unique process that saw EU leaders hastily agree a lengthy and detailed mandate for the intergovernmental conference. In doings so, it highlights the pivotal roles played by the German Council Presidency and key institutional actors in paving the way for and securing agreement among EU leaders on the new treaty."-- Provided by publisher Front Matter....Pages i-x The Treaty of Lisbon in Context....Pages 1-15 The Constitutional Treaty: Rejection and Reflection....Pages 16-46 The German Council Presidency I: Focal Points and Reverse Engineering....Pages 47-71 The German Council Presidency II: From Berlin Declaration to Road Map....Pages 72-108 The German Council Presidency III: From Road Map to Mandate....Pages 109-132 The IGC Mandate and the Draft Reform Treaty....Pages 133-147 The 2007 Intergovernmental Conference....Pages 148-177 Ratification and Implementation....Pages 178-210 The Treaty of Lisbon and the Future of EU Treaty Reform....Pages 211-228 Back Matter....Pages 229-306 Zbrani prispevki ponujajo bralcu analize primerov evropske zunanje politike na raznih, pogosto tudi zapostavljenih področjih in regijah v svetu. Poskušajo oceniti moč in vpliv Evropske unije v tujini v zadnjih letih, obenem pa analizirati dva v procesu evropske politične integracije jasno opredeljiva nasprotna trenda: politično zbliževanje držav članic in stalnost globokih razlik med nacionalnimi interesi. Pojavnost Evropske unije v svetovnem merilu in značilnosti ter omejitve evropske mednarodne vloge so prikazane v luči mednarodnega sistema, političnih velesil, reševanja političnih sporov in regionalnih politik EU Offices in Brussels representing the interests of regional actors in the EU have carved out a niche position within Europe's expanding multi-level political system. They are now the most visible indicators of the growing role played by EU regions. How can we understand their contribution to EU governance? What do they deliver to Europe's regions? What will be the future of security cooperation in Europe after the Bush Administration? This work explores security challenges confronting Europe, from relations with the United States and Russia to the use of military force and the struggle against terrorism. It shows that European states will increasingly act alone, independent of America
