This failure is to be observed not only in the North American effort at de-institutionalization but also in the Italian implementation of the Psichiatria Democratica. Cf. She has inspired me with her innovative insights. S3 I am aware of the socio-political trend in psychiatry introduced in Italy as "Psichiatria Democratica" by Franco and Franca Basaglia; cf. "The Unfinished Revolution in Italian Psychiatry: An International Perspective," Richard F. Mollica (ed.), International Journal of Mental Health 14: 1-2 (1985). In one of our research seminars, Dr. Wolfgang Jacob of the Heidelberg Medical School gave us a careful account of the methods used in German psychiatry, e.g. at the Rehabilitation Clinic at Heidelberg etc. It seems, however, that a systematic approach to the rehabilitation issue as the aim of psychiatry in which appropriate therapies and c.ommunal efforts would be conjointly devised is still missing. Yet these are crucial for the purpose of defining the meaning of rehabilitation and implementing it. It is the aim of the "Pilot Project" outlined below to supply this need.
