The Limits of Civil Defence in the U. S. A., Switzerland, Britain and the Soviet Union: The Evolution of Policies since 1945

In its first incarnation, this book was a doctoral thesis in international relations at the University of Oxford. At Oxford, I rereived initial encouragement from the late Hedley Bull and from Mark Kramer, and subsequent assistance from Adam Roberts and Michael Howard.
