Fic's book is eminently topical in light of today's second democratic revolution in Russia, which United States policies of friendship, encouragement, and support are playing a central role which they did not in 1918. Based on primary sources from archives in Prague, London, Paris, and Canada, Fic's book provides a detailed analysis of the evolution of Woodrow Wilson's decisionmaking process, which ended in the decision not to intervene in 1918. Fic concludes that his decision must be seen as the most enduring legacy of Wilson's administration, which eventually came to haunt his successors in the form of the Soviet Union. Important in light of the second democratic revolution in Russia, in which United States policies of friendship, encouragement, and support are playing a central role.
