The Accountability of Schools. National Council for Educational Standards Conference ’73

An analysis of present trends in education and suggestions to make schools more responsive to external standards and parental choice. Education is one of the most prolific spenders of public money and is deservedly becoming a focus of increased controversy. The National Council for Educational Standards was formed because of a rising anxiety among parents, school teachers and academics that increased expenditure was leading not to improved standards but to a decline in literacy and numeracy, academic depth and social adjustment.
