It is common among commentators upon Frege's work on the philosophy of arithmetic to express its aim as being to reduce arithmetic to logic; and this fits very well with his emphasis, in §4 of his first book on the subject, Die Grundlagen der Arithmetik, on the necessity, for his purpose, of defining arithmetical concepts, including that of number itself.
