Donald Filtzer was born in Baltimore, Maryland in 1948: In 1976 he received a Ph.D. from the University ofGlasgow for his work oh the Left Opposition theorist, E.A. Preobrazhensky. He later edited a collection of Preobrazhensky’s writings under the title of The Crisis ofSovietIndustrialization (M.E. Sharpe, White Plains, 1979). He also translated and edited 1.1. Rubins’s A History ofEconomic Thought (Ink Links, London, 1979). Since 1978 he has worked as Research Fellow and Honorary Research Fellow at the Centre for Russian and East European Studies, University of Birmingham.
