In Scandalous Politics , Juliet Gainsborough presents quantitative analysis of all fifty states and qualitative case studies of three states (Florida, Colorado, and New Jersey) that reveal how well-publicized child welfare scandals result in adoption of new legislation and new administrative procedures.
