Dem militære og politiske konkurrence mellem de europæiske magter medførte, at de enkelte stater for at overleve blev presset til langt mere systematisk at udnytte resurserne. Det gik - også på vore breddegrader - ud over menigmand. Skatterne blev skruet drastisk i vejret, og langt flere end tidligere blev tvangsudskrevet til militærtjeneste. For at sikre, at alle tog del i disse forpligtelser, var det nødvendigt at opbygge et kontrol- og tvangssystem, og udviklingen af den såkaldte magtstat er et af de centrale temaer i den nyeste historieskrivning. De nordiske lande var en del af denne proces i al deres forskellighed.
