Responding to leading views on the domination of donor states and cooptation of recipient countries in global health programmes, Ricardo Pereira demonstrates that recipient countries hold the capacity to autonomously pursue their own strategies, policies, and ultimately attain political goals, even if highly constrained in their international choices. The analysis of donor-recipient, inter-state relations occurs in the context of the implementation of the United States President's Emergency Plan for AIDS Relief (PEPFAR) in Botswana, Ethiopia and South Africa. The author shows that the three states engage in PEPFAR because it contributes to the accomplishment of their national interests: national survival (Botswana); regime self-help (Ethiopia); and transmission of values (South Africa) (site de l'éditeur) Front Matter....Pages i-xii Introduction: Agency in Global Health....Pages 1-14 Global Health Governance and Role of States....Pages 15-29 Recipient States in an Asymmetric System....Pages 30-46 International Developments of States in Africa....Pages 47-65 PEPFAR: Project of Global Transformation....Pages 66-91 Botswana: National Survival against HIV/AIDS....Pages 92-109 Ethiopia: Self-Help with External Support....Pages 110-124 South Africa: Changing HIV/AIDS Policies....Pages 125-141 Conclusion: Recipient States Being Sovereign....Pages 142-156 Back Matter....Pages 157-188 Cover; Title; Copyright; Dedication; Contents; Preface; Acknowledgements; List of Abbreviations and Acronyms; 1 Introduction: Agency in Global Health; 2 Global Health Governance and Role of States; 3 Recipient States in an Asymmetric System; 4 International Developments of States in Africa; 5 PEPFAR: Project of Global Transformation; 6 Botswana: National Survival against HIV/AIDS; 7 Ethiopia: Self-Help with External Support; 8 South Africa: Changing HIV/AIDS Policies; 9 Conclusion: Recipient States Being Sovereign; Notes; References; Index Even if constrained in their international choices, recipient countries of global health programmes hold the capacity to autonomously define and pursue their own strategies, policies, and ultimately attain political goals.
