Hailed as a means to transform cultural norms and change lives, violence prevention programs signal a slow-rolling policy revolution that has reached nearly two-thirds of young people in the United States today. Max A. Greenberg takes us inside the booming market forprogramming and onto the asphalt campuses of Los Angeles where these programs areimplemented, many just one hour a week for 12 weeks. He spotlights how these ephemeral programs, built on troves of risk data, are disconnected from the lived experiences of the young people they were created to support. Going beyond the narrow stories told about at-risk youth through data and in policy, Greenberg sketches a vivid portrait of young men and women coming of age and forming relationships in a world of abidingharm and fleeting, fragmented support.At the same time, Greenberg maps the minefield of historical and structural inequalities that program facilitators must navigate to build meaningful connections with the youth they serve. Taken together, these programs shape the stories and politics of a generation and reveal how social policy can go wrong when it ignores the lives of young people. Abstract: The OECD has initiated PISA for Development (PISA-D) in response to the rising need of developing countries to collect data about their education systems and the capacity of their student bodies. This report aims to compare and contrast approaches regarding the instruments that are used to collect data on (a) component skills and cognitive instruments, (b) contextual frameworks, and (c) the implementation of the different international assessments, as well as approaches to include children who are not at school, and the ways in which data are used. It then seeks to identify assessment practices in these three areas that will be useful for developing countries. This report reviews the major international and regional large-scale educational assessments: large-scale international surveys, school-based surveys and household-based surveys. For each of the issues discussed, there is a description of the prevailing international situation, followed by a consideration of the issue for developing countries and then a description of the relevance of the issue to PISA for Development Annotation This report reviews the major international and regional large-scale educational assessments, including international surveys, school-based surveys and household-based surveys. The report compares and contrasts the cognitive and contextual data collection instruments and implementation methods used by the different assessments in order to identify practices that are recognised as being effective. It also identifies assessment practices that are particularlylikely to be useful for developing countries. The findings of this report are being used by the OECD to support its efforts to make PISA more relevant to a wider range of countries, and by the World Bank as part of its on-going dialogue with its client countries regarding participation in international large-scale assessments
