The conference reported in this volume was made possible only by the joint efforts of a number of persons and organisations. We should like first to thank SIPRI for providing the venue for the conference, for their hospitality and for the administrative arrangements, including much editorial work. The hospitality offered by the Swedish Minister of Defence in the impressive setting of the Swedish Foreign Office and the evening reception given by the Swedish Economic Association greatly added to the enjoyment of the participants and created a relaxed atmosphere for informal discussion. The IEA is indebted to the RockefeIler Foundation and to the Ford Foundation for financial support without which the conference would not have been possible. Lastly we are grateful for the continuing financial assistance given by UNESCO\* to the IEA wh ich enables the work of the organisation to proceed and to arrange conferences of this kind.
