ISBN 0–521–70080–9 Доклад был подготовлен в 2005–2006 гг. международным коллективом авторов под руководством сэра Николаса Стерна – главы государственной экономической службы и советника правительства Великобритании по экономике и развитию. Это было сделано по поручению министра финансов Великобритании для последующего представления премьер-министру. Целью работы было с экономической точки зрения оценить имеющиеся факты, понять, какие финансово-экономические последствия влечет за собой изменение климата. В докладе исследуются экономические аспекты стабилизации концентрации парниковых газов в атмосфере на относительно безопасном уровне, который позволил бы избежать наиболее трагичных и дорогостоящих последствий. Доклад предназначен прежде всего для экономистов и лиц, принимающих решения, в частности в Великобритании. Доклад Николаса Стерна – очень объемный научный труд, ориентированный на достаточно подготовленного читателя, прежде всего на британскую финансово-экономическую аудиторию. Доклад содержит резюме, переведенное, в частности, на русский язык. Однако данное резюме, конечно, не выделяет вопросы, особенно затрагивающие Россию, в нем не дается базовой информации, важной для более широкой аудитории. Целью данного обзора была популяризация доклада со специальным акцентом на вопросы, более всего интересующие российского читателя. По этой причине в обзор добавлена вспомогательная базовая информация об изменении климата, в частности в России, данные о воздействиях изменения климата в северных широтах, об особенностях реализации в России Киотского протокола и т. п.
