O refúgio no Brasil : da travessia às políticas públicas para a integração local

Como se sabe, as migrações podem ocorrer de forma voluntária, quando uma pessoa pretende sair de seu lugar de origem por vontade própria, ou forçadas, quando o indivíduo é compelido a migrar, a fim de assegurar sua integridade física, seja em razão de crises econômicas, desastres ambientais, conflitos armados, dentre outros, que transformaram a vida no local de origem severamente penosa e inconveniente. É nesse cenário de migrações forçadas que surgem os migrantes em vulnerabilidade, como os deslocados internos, deslocados ambientais e os refugiados. Conforme relatório do ACNUR, até o final de 2019 quase oitenta milhões de pessoas estavam em situação de deslocamento ao redor do mundo, dos quais, cerca de 26 milhões estão em situação de refúgio. A situação é muito delicada e o fluxo de migrações para o Brasil tem aumentado cada vez mais nos últimos anos, principalmente de migrantes provenientes da Venezuela, país fronteiriço que atravessa grave crise humanitária. Nesse contexto, esta obra procura apresentar quais são as principais políticas públicas e como são implementadas pela República Federativa do Brasil, no trato com os migrantes em situação de vulnerabilidade que aportam em território nacional solicitando refúgio. A metodologia utilizada consiste principalmente na pesquisa bibliográfica, com revisão de literatura de obras dos principais autores brasileiros que trabalham a temática de refúgio, além da aplicação dos métodos indutivo e sistêmico. Os resultados encontrados foram a identificação das principais políticas públicas, como a Operação Acolhida, bem como diversas outras em âmbito municipal, assim como foram listadas ações da sociedade civil por meio de organizações não governamentais, direcionadas principalmente à acolhida e integração de refugiados.
