This book explores the changing face of development assistance. China's One Belt, One Road development program is the largest international investment scheme in history, surpassing the Marshall Plan by an order of magnitude. In 2017, a group of top scholars from Fudan, the London School of Economics, and other institutions like the Institute of Development Studies, Australian National University, and World Bank gathered to share findings and ideas about the nature of New Development Assistance. A compilation of their findings, this book will be of interest to NGOs, policymakers, and academics. Yijia Jing is a Changjiang Scholar, Seaker Chan Chair Professor of Public Management, and Director of the Institute for Global Public Policy of Fudan University. He is editor-in-chief of Fudan Public Administration Review and co-editor of International Public Management Journal. Alvaro Mendez is co-director of the Global South Unit and a Senior Research Fellow at the London School of Economics. His most recent publications include: Global Governance in Foreign Policy (Oxford University Press, 2018); and The China-Latin America Axis: Emerging Markets and their Role in an Increasingly Globalised World (Palgrave, 2018). Yu Zheng is a Professor at the School of International Relations and Public Affairs, Fudan University. He is the author of Governance and Foreign Investment in China, India, and Taiwan: Credibility, Flexibility, and International Business (University of Michigan Press).-- Provided by publisher Acknowledgments 6 Contents 7 Notes on Contributors 9 List of Figures 14 List of Tables 15 Chapter 1: New Development Assistance in the Making: An Introduction 17 New Development Assistance: A New Agenda 17 The New International Political Economy and New Development Assistance (NDA) 18 New Development Assistance as a Concept and Practice 22 New Research Agendas and Directions 25 Inclusion of the “Agency” of Emerging Countries 26 The New Development Banks 27 Specific Country and Regional Case Studies of NDA 28 A Road Map of This Book 29 References 32 Chapter 2: The Western Way of Development: A Critical Review 35 Introduction 35 A Short History of Western Development Aid 36 A Clash of Institutionalizations: OECD-DAC and Non-DAC Approaches 39 The Slow Death of the Idea of “AID” 42 Risk, Modernity and Development 46 Tackling the Risks 49 Conclusion: After AID or Back to the Future? 50 References 51 Chapter 3: The Emergence of New Development Assistance: Conceptual and Operational Frameworks 55 Introduction 55 Debates on Aid Effectiveness 56 Diversity of Emerging Donors 57 Definition and Scope of Emerging Economies 58 Emerging Economies and New Development Assistance 60 The Size of NDA 63 Key Features of NDA 66 Aid Patterns 67 Intercountry Relations 67 Sectoral Allocation 68 Distribution Channels 68 Geographical Distribution 68 Motivations 69 Conclusion 70 References 71 Chapter 4: The Aid Management Systems in BRICS Countries 74 Chapter 5: Two Approaches to Institutionalizing the New Development Assistance: A Comparative Analysis of the Operational Institutions of NDB and AIIB 90 Chapter 6: Is Development Assistance Getting Better Due to the Widening Role of Emerging Economies? 113 Chapter 7: International Development Assistance: A Case Study of Brazil 132 Introduction 132 Context and Motivation of Brazilian TCDC 134 Current Trends of DA in Brazil 137 Funding for DA 140 ABC, the Lead DA Agency in Brazil 143 References 154 Chapter 8: Russia’s Contribution to International Development Assistance 155 Introduction 155 The Concept: A Strategic Approach to Development Assistance 156 At the Global Level 157 At the Regional Level 157 The Current Situation of Russia’s International Development Assistance 159 General Trends 165 References 166 Chapter 9: India as an Emerging Donor: Political and Economic Determinants 167 Introduction 167 Exim Bank Lines of Credit 168 Grants and Loans Other Than Through the Exim Bank 171 Recent Institutional and Policy Evolution: The Development Partnership Administration 174 Discernible Patterns and an Overall Assessment 175 References 178 Chapter 10: Chinese Foreign Aid and Financing: An Example of New Development Assistance? 179 Introduction 179 Aid Amount 180 Aid Destinations 182 Aid Patterns 183 Aid Motivations 185 Aid Organizations 186 Aid Impact 187 Future Directions 189 References 191 Chapter 11: South African Development Assistance in Africa 193 Introduction 193 South Africa as a Recipient of Donor Aid 195 South Africa as an Aid Donor 196 Development Assistance Flows to and from South Africa 197 Regulation of Aid 201 Trilateralism 202 Conclusion 204 References 206 Index 209 Front Matter ....Pages i-xviii New Development Assistance in the Making: An Introduction (Yijia Jing, Alvaro Mendez, Yu Zheng)....Pages 1-18 The Western Way of Development: A Critical Review (Chris Alden, Daniel Large, Alvaro Mendez)....Pages 19-38 The Emergence of New Development Assistance: Conceptual and Operational Frameworks (Yu Zheng)....Pages 39-57 The Aid Management Systems in BRICS Countries (Jianzhi Zhao, Zhe Ouyang)....Pages 59-74 Two Approaches to Institutionalizing the New Development Assistance: A Comparative Analysis of the Operational Institutions of NDB and AIIB (Jiejin Zhu)....Pages 75-97 Is Development Assistance Getting Better Due to the Widening Role of Emerging Economies?
