Argues that while sanctions are an important part of our legal system, they are often carried out in an improvised, confused, and contradictory fashion. It proposes that failure to consider the sanctioning process as a whole has resulted in some of the most damaging faults of our legal system, and that when sanctions are examined as a whole the result is to strengthen the factors that tend to bring sanction law into more consistent and effective harmony with the goals of the American system of public order.
