The Fifth Congress of the International Economic Association had concerned itself with the world's physical resources and their implications for growth and development. It was natural that the Sixth Congress should go on to examine the problems of human development, regarding the human participants not primarily as factors in development and production, but more importantly as the ultimate beneficiaries from development. This first of the five volumes in which the work of the Congress is being published contains a review of the work of the Congress as a whole by Professor Shigeto Tsuru and four broad-ranging addresses to the plenary sessions of the Congress. In the first of these, Professor J6zef Pajestka, drawing on the thinking and experience of Poland, describes the ways in which, in a planned economy, the strategy should be made to ensure that man as a beneficiary is considered at every stage. Pierre Maillet of France and Armando Labra of Mexico comment on his arguments. In the second of these plenary addresses, Raul Prebisch summarises and develops his ideas regarding the dominating influences of the selfinterested technologies and economic institutions of the powerful countries of the centre over the weak, imitative and self-accommodating countries of the periphery. Prebisch's ideas and ways of thinking predominated, perhaps inevitably, throughout a congress held in a Latin-American country. Jagdish Bhagwati and Bo S6dersten were the two invited to comment and both of them in different ways challenge Prebisch's identification of particular political regimes with particular types of economic system. But this immensely important issue runs through much of the subsequent work of the congress. Paul Samuelson's fascinating address discusses 'The World Economy at Century's End'. He takes Keynes and Schumpeter as his major The Congress that is recorded in this and four other volumes was made possible by the generosity of the Mexican authorities, who, under the auspices of His Excellency the President of Mexico, Jose Lopez Portillo, contributed almost the totality of the costs of the Congress including contributions to the cost of transporting and accommodation of two hundred of the invited participants. We are especially grateful to Manuel Aguilera Gomez, President of the Colegio Nacional de Economistas of Mexico, who with the local Organising Committee took care of all local arrangements. Without their enthusiastic help we could never have dealt with the immense problems of handling the arrangements for the very large numbers of participants and for making available the papers of the conference. As always we must express our gratitude to UNESCO and the Ford Foundation whose general grants to the lEA were used to defray some of the expenses incurred by the lEA secretariat. Finally our thanks are due to the International Programme Committee which, under the guidance of our President Shigeto Tsuru, was responsible for drawing up the scientific programme and selecting the paper writers and the group organisers.
