Harry E. Schwarz and the development of water resources and environmental planning : planning methods in an era of challenge and change

This volume provides a wide-ranging narrative, through the work of an exceptional public servant, of the 20th century development of water and environmental planning. It illuminates how a single active individual in government service can have a significant impact on transforming new academic principles into accepted planning practice. Harry E. Schwarz was the first practitioner in a major Federal agency to adopt and implement many of the new ideas and methods of water resources and environmental planning pioneered by Professors Arthur Maass and Gilbert White, for whom the Maass-White Library Series in Water Planning and Management is named.
