Governor Mario Cuomo formed the New York State Commission on Government Integrity in 1987. Acting under an extraordinary mandate, the Commission of seven private citizens pursued a wide-ranging agenda of subjects from campaign financing and judicial selection to ethics training and whistleblowing protection. In many publicized hearings, it exposed abuses and legal loopholes in the system and documented the need for a major overhaul of state laws, regulations, and procedures. The commission was appointed due to widespread distrust of government following a series of corruption scandals involving officials at all levels of government. The commission focused on weaknesses in existing laws, regulations, and procedures relating to areas such as campaign financing, judicial selection, conflicts of interest, the solicitation of government business and approvals, and the use of public and political party positions for personal gain. It recommended changes in each of these areas.
