Drawing largely on his 2003 Ph.D. dissertation at the University of Kent, Silier (Bogazici U., Turkey) uses Isaiah Berlin's distinction between negative and positive conceptions of freedom as a starting point to analyze the meaning and the conditions of freedom. He expands on Berlin's view of negative freedom, but finds his characterization of positive freedom to be vague, and so replaces it with his own, which he then defends against Berlin's criticisms.
