The 2007 Report examines domestic resource mobilization for growth and poverty reduction in African countries. It analyses how African countries can increase domestic resources and channel them into productive investments. The Report also examines how African countries can reclaim development policy space, and give true meaning to, ownership of development strategies that respond to their own priorities within the framework of a developmental State. Examines the potential of African countries to increase their total domestic financial resource envelope in order to reduce dependence on official development assistance (ODA), diversify their development resources, and channel these resources to productive investments in order to increase their efficiency. The Report highlights the need for "developmental states" in Africa to design and implement policies that address their priorities and make optimal use of available resources in a way that leads to a virtuous circle of accumulation, investment, growth and poverty reduction.
