Overall objective of this study is to understand and support the development of democratic cultural policy in the context of culturally diverse societies. Cultural diversity is defined as both as a result of a historical process of patterns of migration as well as concerning groups that have been placed outside dominant social and cultural norms. In order to perform as a democratic cultural policy, it will need to define the conditions of equity and fairness for cultural participation: it will need to embrace diversity rather than cultural homogenity as a norm. The study involved participation from six member states: Austria, Belgium, Bulgaria, Luxembourg, Switzerland and the United Kingdom.
