As the end of the 20th Century draws near, an accelerating international flow of goods, services, capital, information and technology heightens our awareness that we are on the threshold of a new era. There is reason to hope that we may be entering a new global age of greater security, prosperity and justice. However, some current trends also give rise to legitimate concerns. We instinctively doubt the wisdom of a development model in which more than one-fifth of the world's population lives in extreme poverty and gaps between "haves" and "have nots" continue to widen. Many people and many countries may be left behind unless the ongoing globalisation process comes to reflect a more inclusive vision of shared interests and shared values. However, it is becoming increasingly clear that a new global age needs an inclusive vision in order to be sustainable. What role should development co-operation play in the face of global economic, political, social and environmental changes? How is the implementation of an actual global development partnership strategy coming on? How can this strategy become the cornerstone of development aid? The Development Co-operation Report examines the effort made in this area last year, providing the most comprehensive studies on the topic and drawing the main guidelines to understand what the future holds and enable us to be constructive.
