This book is the result of a long and enduring fascination with New York City, the diversity and resilience of its residents, the perplexing turbulence and complexity of its life. Nowhere else, it seems, do aspects of rapid economic and social change, of cultural and ethnic heterogeneity come into such sharp focus. In no other city in the Western world are such economic and cultural peaks to be found in such immediate proximity to utter social misery. For despite all the fascination with the glamour of Manhattan, the deepening social polarization and the City's uphill-battle against overwhelming poverty cannot be overlooked. My confrontation with this perturbing reality of New York eventually gave rise to the desire to look more closely and sytematically into the processes underlying the glaring contrasts of the City; to search for the conditions responsible for the deepening economic and social polarization; and to scrutinize the capacity of its political institutions to mitigate the City's social contrasts and to bring about consensual solutions among the contending interests of its diverse population. How does the City deal with the problems of poverty, and how successful are its policies? As I was plowing my way trough piles of documents, interview notes, press materials and books, trying to grapple with the immense complexity of this City, at every stage and step of my work I was acutely aware of the fact that my endeavours can only amount to a modest beginning in the attempt to grasp the reality of New York City. 1.
