Building a New South Africa: Volume 1 Economic Policy: A Report from the Mission on Economic Analysis and Policy Formulation for Post-Apartheid South Africa

Beginning with a discussion between Nelson Mandela and former Canadian Prime Minister Brian Mulroney, the 1991 economic policy mission looked at the requirements of the South African democratic movement to conduct economic research and develop economic policy. Its final report outlined how these needs could be met in the period leading up to the transition to a nonracial and democratic South Africa. This volume presents the Mission's original report, together with a foreword by Nelson Mandela and a new, in-depth, and critical assessment of the process of economic policy formulation that has taken place to date. This publication comprises the final report of the Mission on Economic Analysis and Policy Formulation for Post-Apartheid South Africa and a critical assessment of the process of economic policy formulation that emerged partly as a result of the implementation of the Mission's recommendations. The report reviews South Africa's existing capacity for economic research and management. It then identifies the most urgent and important areas requiring national-level economic policy, including monitoring of economic developments, preparation of a macroeconomic framework, reform of tax policy, restructuring of state spending, and development of policies related to housing and infrastructure, the financial system, labour, income, trade, rural development, and industrialization.
