This ethnographic study considers the engagement of Dutch fishermen with the limited resources of the marine world, as well as the capricious markets and political interventions that govern the fishing industry from the early eighteenth-century to the present day. More specifically, it focuses on the owner-operators, deckhands, fishermen’s wives, and others involved in the fisheries of Texel, an island at the northwestern end of the Netherlands. This collection of essays is about tourism and social, political, and economic relations in coastal locations in various parts of the world. The starting point of each chapter is the ethnographic study of one particular place. However, the authors are also concerned with wider regional, national, and global forces which shape and influence the local economies and societies under review. Although most of the essays focus on the European coastline, the book is intended to have implications for other geographical areas. In most parts of the world, coastal settlements and contexts are changing rapidly and markedly. These contexts are routinely characterised by conflict between different interest groups contesting the ownership and control of the foreshore and its resources. One of the threads running through the volume is that coastal regions are often sites of fishing and related 'traditional' activities. The chapters discuss the relationships between traditional stakeholders, such as fishermen and local residents, and new stakeholders including new residents, second-home owners, tourists and tourism property developers, and fish farm managers as they vie for status, influence, and ultimately for space on the foreshore. The underlying preoccupation of the volume as a whole is the extent of penetration and transformation resulting from the onward march of capitalism and the market system in the coastal locations studied. This is the second publication in the "http://www.aup.nl/mare">MARE Publication Series The International Council for the Exploration of the Sea (ICES) is the central scientific network within the massive set of bureaucracies that is responsible for Europe's Common Fisheries Policy (CFP). While spending the past 25 years failing to sustain Europe's fish stocks, this management system also became adept at making the lives of its scientists miserable. Now it is being confronted by the complex challenge of an ecosystem-based approach to fisheries management. If this combination of a multi-national bureaucracy, hard politics, and scientific uncertainty has made it impossible to maintain many individual fish stocks, how are decisions going to be made that consider everything from sea birds to climate change? The old political saw that "if you can't solve a problem, make it bigger" has never been put to a test like this! Yet ICES has begun to rise in an impressive way to the scientific challenge of providing advice for an ecosystem approach within the world's most cumbersome fisheries management system. This book lays out the results of extensive sociological research on ICES and the decision making systems into which it feeds. ICES is finding ways to provide effective advice in the many situations where scientific advice is needed but a clear, simple answer is out of reach.
