III. Selim'in kimi bakimlardan bir 'modernist' oldugunu dusunmek mumkunse de icraatlari gostermektedir ki o, gelenekci islahatcilarla modernist islahatcilar arasinda bir kopruydu.1789 yilinda tahta gectikten sonra, Yeniceriler, sipahiler ve humbaracilar olmak uzere mevcut askeri ocaklari modernize ve islah etmeye koyuldu.
